Cop Who Tased 11-Year-Old Girl For Shoplifting Told Her "This Is Why There's No Grocery Stores In The Black Community"

The bodycam footage of an Ohio police officer talking to an 11-year-old girl about why he tased her for alleged shoplifting has been released, with the footage including a moment where he told her "this is why there's no grocery stores in the black community."

On August 6, Cincinnati cop Kevin Brown was working "an outside employment extension of police services detail" at a Kroger's grocery store when he saw three girls attempting to shoplift items. As the three girls tried to leave he told them to stop and ended up firing his Taser on one of the girls. After that, he handcuffed her and took her to the back of the store.

Bodycam footage following the incident shows Brown talking to the girl and explaining why he used the Taser on her.

"The last thing I want to do is tase you like that," Brown says according to ABC News. "That hurt my heart to do that to you. Then I got to listen to all these idiots out here in the parking lot tell me how I was wrong for tasing you."

According to a use of force review of the incident, Brown retrieved a stolen backpack that included "clothing, and consumable goods which included food and beverage." The review also stated that the girl told the officer that the two other girls placed items in the backpack.

Brown has been placed on restricted duty and faces a pre-disciplinary hearing.

The use of force review of the incident found that Brown violated several department rules including using a Taser without giving a verbal warning he was about to do so, using a Taser when not reasonably necessary and expressing prejudice concerning race.
